A New Cold War: America, China, and the Echoes of History

Our purpose here, then, is to show how the greatest unfought war of our time—the Soviet-American Cold War—as well as other prior struggles, might expand experience and enhance resilience in a Sino-American rivalry whose future, hot or cold, remains unclear. That history provides a framework within which to survive uncertainty, and possibly even thrive within it, whatever the rest of the twenty-first century throws our way.

Could a "framework" devised in, say, the year 1900 really have effectively allowed for the importance of the character defects of Kaiser Bill? Could anyone have foreseen the rise of the Corsican? Of Hitler? The consequences of sending Lenin to St Petersburg?

Our greatest defence against a repeat of such horrors is the sure knowledge that in a nuclear "exchange" the rulers of both countries would be wiped out. Hurray for deterrence! Beware of accidents!
