The Court Tosses Blue States a Life Jacket - WSJ

The obvious winners from the Supreme Court’s decision in Janus v. Afscme are the hundreds of thousands of teachers and other public workers who will no longer have union “agency fees” involuntarily taken from their paychecks. In the long run, however, the benefits to blue-state budgets may prove more consequential.

"Tosses a life jacket": how odd. Surely the cliche is "tosses a lifeline"? Perhaps WSJ staff are muddled about tossing.
