"Franklin Roosevelt and Lyndon Johnson made use of an ingenious social insurance system - promoting the idea that we all pay in today to take out tomorrow." Is he implying that FDR's wasthe first "social insurance" systems without a means test on what you got out? Was it?
"It was consistent with American individualism." Roars of appreciative laughter.
