If you read past the first paragraph of the article and click through to a related article, you'll see that the delays are caused by a slower than expected vaccine manufacturing process. Apparently the little bugs aren't growing as fast as expected.
Who's doing the manufacturing? You know, those terribly inefficient government agencies called Novartis and GlaxoSmithKline, among others. Err...
Maybe not such a great example of government inefficiency.
