To begin with the Stratfor article to some extent confuses targeted killing with assassination. These are definitely not the same thing. Shooting down Yamamoto's aiplane was not assassination; sneaking up and poisoning his saki would have been.
Additionaly, the record does not show that show that thare was ever a plan to kill these people, as distinct from a plan for doing so if that should ever have become expedient at an undetermined time in the future. This is a very common issue in military preparation. That we may have beach and tide plans for various places in the Caribbean or in the Persian Gulf does not mean that we plan to conquer these places by amphibious assault, just that we are ready to do so should it become necessary.

Um, I always figured KILLING/CAPTURING avowed enemies of the US secretly was the job of the CIA. Kind of disillusions me that apparently its not? Where is the secret team on nina-assassin hybrids when we need one :-(
