Intrade will create a market in response to requests if they think the new market will draw significant trading interest. It's a long shot (I've made a couple of suggestions that never went anywhere) but it wouldn't hurt to ask them. A market on the odds of health reform, or at least on passage of a "health reform" bill, seems like a natural.
