Regional politics play out in Congress committee battles

Here.  I hope the durn thing fails.  One thing I don't like about cap and trade is that I can no longer say,for example, how could the Aztecs devote their entire cultural-political system to something as irrational as sacrificing humans to the sun?  Here we are engaged in something only somewhat more rational.  Somehow the meme of global warming got powerful enough to spread, to prevent people from daring to be skeptical about it, to mobilize interests that saw how they could gain from it, and here we are, about to impose trillions of dollars of taxes on ourselves just in case that will convince the Indians and Chinese to be equally irrational.  We have no better idea of how these memes get control than we do of how climate changes over the decades.  Ignorant armies clashing by night and all that. Oh well.
